According to the announcement, compliant recycled copper and aluminum materials are not considered solid waste and can be freely imported.

It is specified that different types of recycled copper and aluminum materials must not be mixed in packaging. A single customs declaration cannot include different types. Bulk shipments of different categories are prohibited from being mixed unless they are independently packaged and stored separately.
This announcement will come into effect on November 15, 2024. This new policy is expected to have a significant impact on the recycling industry and international trade of copper and aluminum materials.
