China's National Development and Reform Commission, along with five other departments including the Ministry of Industry and Information Technology, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the National Energy Administration, and the National Data Bureau, have jointly announced a major initiative for the implementation of renewable energy substitution. This move is set to reshape the country's energy landscape and contribute significantly to global efforts in combating climate change.

The guidelines set out a series of ambitious goals. During the "14th Five-Year Plan" period, significant progress is expected in renewable energy substitution in key areas. By 2025, the national consumption of renewable energy is targeted to reach over 1.1 billion tons of standard coal. Looking ahead to the "15th Five-Year Plan", a production and lifestyle model that prioritizes renewable energy will be established across various sectors, with the national consumption exceeding 1.5 billion tons by 2030 to support the carbon peak targets.

This action emphasizes the need to balance traditional and new energies, promoting the integrated development of sources, grids, loads, and storage to enhance the reliable supply capabilities of renewable energy. It also calls for coordinated efforts between renewable energy supply and green consumption in key areas, accelerating both incremental and existing replacements. The integration with industries such as transportation, construction, and agriculture is a key focus, along with the diverse development of power generation, heating, gas production, and hydrogen generation.

In the field of accelerating applications for renewable energy substitution, China is set to see collaborative efforts in green and low-carbon transformation of industrial energy use. The transportation system will enhance its interaction with renewables, buildings will deepen their integrated applications of renewable energy, and agricultural and rural areas will fully support the clean modernization of energy. This comprehensive approach is expected to drive the rapid development of renewable energy in the country.

China, as the world's largest energy consumer and a major emitter of greenhouse gases, is taking these steps to not only meet its own energy needs but also to set an example for other countries in the transition to a more sustainable energy future. The implementation of this renewable energy substitution action is a significant step forward in China's pursuit of carbon neutrality and will have far-reaching implications for the global energy market and the fight against climate change.
