China Issues Guidelines to Promote Voluntary Corporate Disclosure of Greenhouse Gas Emissions

China’s Ministry of Ecology and Environment, together with three other government departments, has issued new guidelines to encourage voluntary corporate disclosure of greenhouse gas (GHG) emissions. The initiative aims to support businesses in their transition to a green and low-carbon economy while improving transparency and accountability in emissions reporting.

According to the Guidelines on Promoting Voluntary Corporate Disclosure of Greenhouse Gas Information (hereinafter referred to as the Guidelines), China aims to establish a basic policy framework and technical standards for voluntary GHG disclosure by 2027. By that time, corporate participation, disclosure quality, and reporting capacity should see significant improvement. Pilot programs in key industries and leading regions will be expanded, and the application of disclosed data will be broadened across different sectors.

By 2030, China plans to further refine its general framework and technical standards, significantly enhancing corporate willingness, capability, and the quality of GHG disclosure. The goal is to create a disclosure system that is internationally aligned, mutually recognized, and effectively supports high-quality corporate development.

The Guidelines emphasize that voluntary GHG disclosure should drive corporate emissions reductions. Companies are required to ensure the authenticity, accuracy, and transparency of their disclosed data. Businesses are encouraged to publish annual voluntary GHG disclosure reports or integrate emissions data into sustainability reports, Environmental, Social, and Governance (ESG) reports, pollutant discharge permit reports, corporate social responsibility reports, or annual reports of listed companies. To facilitate voluntary GHG disclosure, the Guidelines call for the development of a robust institutional and technical framework. This will encourage businesses to take proactive steps in reducing emissions and addressing climate change.

Additionally, the government will support pilot programs in key areas such as carbon peaking cities and industrial parks, low-carbon provincial and municipal initiatives, climate-adaptive cities, climate finance, and coordinated pollution and carbon reduction efforts. These regions will be encouraged to integrate voluntary GHG disclosure into their local climate strategies and explore tailored reporting mechanisms.
